Yesterday, Competitive Bidding Design expert, Professor Peter Cramton, released a new study supporting his claims that Medicare's DMEPOS bidding program is fatally flawed. Using the past 5 years of utilization records in the 9 Round One areas, he detailed how the Home Medical Equipment providers with the most experience and largest market share were undercut and excluded from the program.

Ten years ago, proponents of Competitive Bidding in DME tried to create an argument that, "You can walk into a Walgreens and buy the same equipment for half of what Medicare purchases it for.
Now with the DMEPOS Bidding program's re-bid rates, the reverse is true.

Before the bid window was opened in 2007, the buzz around "How to Bid" seminars was that the 1999 Demonstration Project in Polk County and the 2001 Demonstration Project in San Antonio boasted a 17%-20% savings to Medicare's DMEPOS program. Despite the fact that in the Polk County Demonstration Project: two bid winners filed for bankruptcy, only half of the 16 bid winners in Round One of the Demonstration Project decided to bid again in Round Two, and none of the bid winners in either Demonstration Project were required to be accredited, the Demonstration Project is the basis for running and re-running the same flawed competitive bidding program.

Despite actions from 84 legilsators to recind the Interim Final Rules, Medicare released the following statement the program will move forward without delay.
CMS also states that in the upcoming weeks, they will release further guidance on the timeline for and bidding requirements related to the Round 1 re-bid.

The South Florida Sun-Sentinel, a Tribune Newspaper based in Fort Lauderdale, released an article this morning regarding the Competitive Bidding Program in DMEPOS.

This week, Medicare named the suppliers that won bids, including 80 in South Florida out of 800 that operate here. All 800,000 Medicare recipients in the area will get letters explaining the new system so they can line up new companies if necessary, Medicare Administrator Kerry Weems said.
